FINANCING THE COMMON AGRICULTURAL POLICY
Abstract
AAfter the implementation of the Treaty of Rome, Member States' agricultural policy has given way to intervention mechanisms at Community level. The essential principles of the Common Agricultural Policy (CAP) have remained intact since the signing of the Treaty of Rome, with the exception of adjustments to the decision-making rules. The Lisbon Treaty enshrined co-decision as the "ordinary legislative procedure" under the CAP, replacing the previous consultation procedure. In this paper we aim to give a brief overview of the framework of the Common Agricultural Policy, its objectives and instruments, with a focus on its application in Romania.
